11. Select the same edges as I have selected in the image, then connect them using 3 new rows of edges :

12. Put the vertices in that way to match with the blueprint. DO NOT MOVE the vertices from the edge of the mesh. You can only move the vertices from interior :

13. Now let’s work on details. We will start from the middle, so , select the same polygons as me then extrude them using the same values :

14. Put the top vertices in the same way as I did, to fit the second contour :

15. Now select the top polygon and apply an inset :
